The United States says Israel and Lebanon have reached a framework agreement to begin handing some Israeli-held territory back to the Lebanese army. Washington called it only 'the beginning,' and major disputes — including over Hezbollah's weapons and a full Israeli withdrawal — remain unresolved.

The United States has announced a framework agreement between Israel and Lebanon aimed at easing one of the Middle East's most volatile fronts, though officials and all sides stressed that the hardest questions remain unsettled.

## What was announced

US Secretary of State Marco Rubio unveiled the framework in Washington after a fifth round of US-mediated talks, appearing alongside the Israeli and Lebanese ambassadors, who signed the document, [Al Jazeera reported](https://www.aljazeera.com/news/2026/6/26/us-announces-framework-agreement-between-israel-and-lebanon). Rubio described it cautiously as "the beginning of the beginning," warning there was "a lot of work ahead." ## What it does not resolve

By all accounts the agreement does not settle the core disputes that have kept the conflict alive since a November 2024 ceasefire. Israeli forces remain in parts of southern Lebanon, and Prime Minister Benjamin Netanyahu has said troops will stay as long as necessary; Defense Minister Israel Katz said the military would remain in "security zones" for an open-ended period. Israel has tied any broader withdrawal to the disarmament of Hezbollah — a demand the group rejects.

## Hezbollah and the Lebanese government

## The regional backdrop

The framework follows a US–Iran memorandum signed earlier in June that called for an end to military operations on several fronts, including Lebanon. Iran is Hezbollah's main backer. Even so, Israeli operations in Lebanon have continued in recent days, underscoring how fragile the situation remains.

## What comes next

What the framework establishes for the first time is a trilateral channel — the US, Israel and Lebanon — for managing the transfer of at least some occupied territory, and a forum that has now met five times. Whether that can bear the weight of the unresolved issues is, as Rubio acknowledged, an open question. As a single set of negotiations rather than a comprehensive peace, its early test will be whether the pilot handovers actually take place on the ground.
