# MLS Investigates Inter Miami Over Its Signing of Casemiro

## The allegation

At issue is a quirk of how MLS controls which club can sign which incoming player.

According to ESPN, LA Galaxy filed a tampering claim alleging that Inter Miami made contact with Casemiro without first acquiring his "Discovery Priority" rights. In MLS, clubs can place up to five players on a discovery list, which grants them exclusive rights to negotiate with those players. A rival can buy those rights for $50,000 in what the league calls General Allocation Money, after which the listing club has five days to make its own offer or step aside. The Galaxy's complaint, in effect, is that Miami talked to the player before going through that process.

Casemiro, for his part, is a high-profile arrival. ESPN reports that he left Manchester United this summer after his contract expired, and he previously played for Real Madrid, where he won repeatedly at the top of the European game. He has signed with Inter Miami through the 2027 MLS season, with an option to extend to June 2029.

## Where it stands

The rights dispute and the tampering inquiry are two separate things, and only one is resolved.

ESPN reports that Inter Miami and LA Galaxy have reached a settlement over Casemiro's Discovery Priority, with the terms to be released once the investigation concludes. But MLS is continuing its tampering review. "The league is gathering all relevant information and will refrain from further comment until the review is complete," it said, according to ESPN.

## Why the process matters

To readers used to European football, where clubs deal directly with one another, MLS's system can look unusual, and that is the point worth drawing out.

MLS runs as a single entity with tight, centralized rules on how players are acquired, partly to maintain competitive balance and control costs. Mechanisms like the discovery list exist precisely to stop richer or more glamorous clubs from simply outmuscling everyone for incoming talent. Inter Miami, home to Lionel Messi and one of the league's biggest draws, is exactly the kind of club those rules are meant to constrain.

So the significance is not really one contested signing. It is whether the league's own machinery for keeping the playing field level is being followed by its most prominent team. The settlement resolves the money; the tampering investigation will decide the more interesting question, of whether the rules were broken, and that is why MLS is not letting the matter drop even though the clubs themselves have made peace.
