The group has run Gaza since it seized control from the rival Palestinian faction Fatah in 2007.

## What Hamas announced

A Hamas official said the movement had decided to dissolve its Gaza government committee and appoint a widely accepted figure to oversee affairs until a new administrative body formally takes over, [Arab News reported](https://www.arabnews.com/node/2649826/middle-east). ## The body meant to take over

The dissolution is designed to make way for the National Committee for the Administration of Gaza, a body of Palestinian technocrats and independents headed by the official Ali Shaath, which is meant to run civilian affairs without representation from Hamas or the Palestinian Authority. ## What remains unresolved

Handing over civilian administration does not settle the central dispute of the ceasefire's next phase: whether, and how, Hamas will disarm. The group has tied any disarmament to an Israeli withdrawal and progress toward Palestinian statehood, and has suggested it might retain some weapons or a role in policing. Israeli and Western officials, in turn, remain wary that Hamas could keep real power beneath a civilian facade.

The second phase of the ceasefire, covering Israeli withdrawal and disarmament, has been stalled since early this year. Whether the new committee can actually govern will depend on Israel allowing its members in, on reconstruction beginning, and on the disarmament question moving forward, none of which Monday's announcement resolves on its own.
