# Britain will share Storm Shadow secrets so Ukraine can build the missile itself

The cruise missile flies about 560km and can reach 240km inside Russia. London and Paris hope for a production line by the end of the year, while analysts think a weapon this complex takes about two years from contract to delivery.

Britain will share classified information that would let Ukraine manufacture its own Storm Shadow cruise missiles, a weapon designed jointly with France and built by MBDA, [Al Jazeera reports](https://www.aljazeera.com/news/2026/8/24/uk-to-help-ukraine-build-storm-shadow-long-range-missiles-why-it-matters).

The announcement was made in Kyiv on Monday by Andy Burnham, the British prime minister, during a ceremony marking Ukraine's 35th Independence Day. We [reported on the allied meeting there](/zelenskyy-asks-allies-gathered-in-kyiv-for-300-patriot-interceptors-before-winter) earlier in the day.

## Giving away the design is a different act from giving away the weapon

Supplying missiles creates dependence: the recipient can fire what it is given and must ask for more. Supplying the means to build them removes that lever, permanently, and it cannot be withdrawn once the knowledge has moved.

That is why this kind of transfer is rare, and why the comparison the report draws matters. It contrasts with President Trump's recent refusal to share Patriot production technology with Ukraine, which is the same question answered the other way.

## What the missile does

Storm Shadow has a range of about 560km, roughly 350 miles, and can strike targets about 240km, or 150 miles, inside Russian territory. Its navigation systems allow it to be used at night and in poor weather. Each missile costs around $1 million to produce.

The gap between those two numbers, total range and reach into Russia, is a function of where it can be launched from rather than of the weapon.

## The timeline is the weak point

France and Britain have expressed hope for a production line by the end of this year. Analysts quoted in the report estimate that a new batch of cruise missiles of this complexity could take about two years from contract award to delivery.

Both statements can be true, since a line and a delivered batch are different milestones, but the distance between them is the honest measure of what this announcement changes in the near term. It is a decision about 2028 more than about this winter.

President Vladimir Putin has warned of intensified retaliatory strikes on Ukrainian infrastructure around this period.

## What we could not establish

We could not establish where the missiles would be made, who would pay for the production line, what security conditions Britain has attached to the transfer, whether France has formally agreed to the same, or how Moscow has responded to this specific announcement. We verified this account from a single publication.
