At least 20 workers have died in an explosion at a hydroelectric project in the Indian state of Sikkim, blamed on a sudden release of methane gas during tunneling. Rescuers, hampered by flooding and monsoon rains, say they hold little hope of finding survivors.

## What happened

The disaster struck a 500-megawatt project run by the state-owned National Hydroelectric Power Corporation (NHPC).

According to Al Jazeera, 25 people were trapped by the blast. Thirteen bodies had been recovered, with a further seven or eight spotted but not yet retrieved, bringing the confirmed toll to at least 20. NHPC attributed the explosion to an "explosive release of suspected methane gas" that had been trapped in the rock, which generated dense smoke and toxic gases in the tunnel where the workers were.

That cause is worth explaining. Methane can accumulate naturally in rock, and tunneling can release it suddenly; in a confined space, it can ignite or displace breathable air. It is a known hazard of underground construction, which is part of why the deaths raise questions about the conditions the workers were operating in.

## The rescue

The effort to reach the missing has been severely hampered, and officials are not optimistic.

Al Jazeera reports that waterlogging in the tunnel, continuing methane leakage and torrential monsoon rains have all obstructed the recovery. A director at the Sikkim State Disaster Management Authority, Rajiv Roka, was somber about the prospects. "Looking at the condition, I don't think there could be any survivors," he said, and described the practical difficulty: "There was a collection of water … so it's been difficult to retrieve the bodies."
